The pattern is everywhere. Leadership decides it's time for AI — because everyone else is. Tools get bought. Someone's hired to implement. Systems get built.

Then nothing happens. The staff don't use it — some quietly, some in open resistance. The person hired to implement has no authority to force anyone, so the systems sit, the rollout reads as a failure, and everyone blames everyone else.

But the staff aren't wrong to resist. The only story they've been handed is the media's — AI as the thing that takes your job — and no one has offered them a better one. They were given something powerful and told to use it, with no case that made sense on their terms.

That's the trap: you can't install culture. And AI without the culture to hold it is just expensive software nobody opens.

So responsible AI comes first — not as compliance, but as groundwork: the understanding, the buy-in, the honest story that turns resistance into adoption. Do that, and the tools finally get used. Skip it, and no tool, however good, saves you.
